Radio Shack has 555 timers.  I use them to make "zappers, " which Hulda Clark 
uses to treat cancer patients that allopathic medicine establishment - types 
have given up on.  You have to know how to wire this device, however, as it has 
more than three prongs, for several circuits...
It's like a microchip type unit.  It will go on - off repeatedly regardless of 
current flow, because it is internally timed.  In the case of my application, 
it is sort of a 50% oscillation; so the output of the zapper reads about 4.5 
volts, if it is powered with a 9-v battery.  The voltmeter reads steadily at 
4.5 or so volts, in spite of the cyclic oscillation of the timer, because of 
how it was wired and the components hooked up to it.
