Depends.  Two things wear out tires -- mileage and dry rot.

If tread's good, keep riding.  But keep an eye on  sidewalls for tell-
tale indications of dry rot (surface cracking), caused by 1) lack of
use.  Rubber is composed of compounds that require exercise.  They're
meant to flex.  If they don't flex, they lose their elasticity over
time and become brittle, therefore subject to blow when ridden over
sudden obstacles (potholes, bumps, etc.)  2) UV rays from sunlight and
lack of use.  Same result as above.

Rule of thumb with anything made of rubber (including gaskets,
diaphragms, o-rings -- if it's old, it's questionable and you'd
probably be better off renewing it.  If for no other reason than peace
of mind.  Otherwise known as preventive maintenance.
