I think that if you registered the vehicle and then lost the title, a copy would be as cheap as you said. But if you have never registered, then you have to deal with a lot of legal stuff to prove it is not stolen and that it is yours. I have hear that can cost of the order of $250. If you have to do it for 3 bikes, well just do the math.
