That just seems a little odd to me, not to do the paperwork when you buy something... but then I'm odd, I at least transfer a title over when I buy something. A quick explanation that it's not streetable and was bought as a project is enough to get me the title transfer without plates or registration required, and I pay the sales tax then instead of at the end of the year when I'm doing taxes.
I'm still extra wary.
