So a shop order would be adjust the carbs: 1) set needles, and 2) sync? On my tank of about 3.2 gallons (per manual), how much SeaFoam would you use?

However I'm going to stick with my thoughts that you're carbs are a bit gummed up. I would run two tanks of seafoam treated gas through it. Then adjust the carb needles, then sync them.
