If it is actually a chopper, not just a heatpipe and fan, then I could see 4
amps draw for a Peltier effect cooler.

A quick calc puts that at around 60 watts... For reference, a 3"
computer fan draws around 0.2A at 12v, or roughly 1 watt. Unless this
cooler fan has a 12" diameter and can provide a 30 mph breeze, I doubt
it will be drawing anything remotely close to 5A.

I'm leaning towards the theory that your 4A power supply is having
other issues, causing you to think the fan is using that much power.
I'd go ahead and wire it to the battery.
