This is, I hope, an educated guess.  I'm more familiar with the NH750
fuel system than yours, but they seem very similar.

The cap and the petcock would seem to be separate unrelated issues,
but since you mention the tank having been damaged, I'm wondering if
maybe they weren't both damaged by some weird twisting motion of the
tank when the bike was laid down.

That might account for the cap's failure to seal.  The flange around
the filler opening may not be perfectly flat and level enuf to
accommodate it.  Or there's a possibility your new cap may be a
California-style unvented type that was designed for the evap control
systems on those bikes.

As for the fuel intake tube, it is pretty obviously bent at some point
down in the throat of the petcock.  That tube and the filter sleeve
that fits over it are pretty much a matched set, meant to be centered
all the way to the base of the throat where the filter is held in
place by an o-ring.

The leak from the on-off-reserve control is pretty obviously related
to the bent fuel intake tube, since the tube bottoms out down inside
that assembly.  The assembly is riveted, so it can't be disassembled.
(Actually, it can by drilling out the rivets, drilling and tapping and
replacing with screws, but I dunno if you want to go to all that
bother).

You might try pulling the intake tube out of the housing with pliers
to see if there is anyway to repair it.  If it's brass, you may be
able to straighten it.  If plastic, some judicious use of heat (hair
dryer) might do the trick.
