Thanks for the reply. The tube is set off center on purpose, so I don't think it's bent. The two openings (main and reserve) are side by side, one cylindrical and one shaped like a smiley face. The filter tube definitely doesn't mesh with this setup. When I disassembled it there was no filter, or o-ring or gasket for that matter, so I may just form a gasket and reassemble it as it was.
I think you're right about the flange not being flat enough, and when it was repaired some of the liner material appears to have gunked up the opening a bit, so I might try hitting that with a Dremel.
