My experience in this area (metro DC) is that most shops and/or dealers that sell tires will give you a good price in the mounting/balancing if you buy the tires from them, but their prices are usually much higher. It is really difficult for them to compete with the online prices. Most dealers around here charge around $150 per wheel for mounting and balancing. I found a small shop which people I like and trust and they charge me around $40 for the same job if I take the wheels off the bike. $20 if I take the old tire off the rim. Another shop I had used in the past with a high reputation in the area won't even do the job if you don't buy the tires from them, no matter how much you offer to pay, just because they can't warranty the quality of the tires if you buy them somewhere else.
