I was borne, raised and still live here in Los Angeles County.  CA law
has not changed, it does not specify a speed at which you can lane
share.  Although, I've heard on the local news that CHP 'may' pull you
over if you lane share over 35mph, or, if you lane share at a speed
more than 10mph over traffic.  But, that's not because it's the law.
I think for beginers, those are excellent guidelines.  Although I do
get pulled over about every two or three years or so (which doesn't
bother me) and asked about my expereince and knoledge of what I'm
allowed and not allowed to do, I 'hardly ever' get a ticket.  But, I
do lane share even at 60mph if traffic is 50.  CHP pays little to no
attention to me.  This could also be because they're likely to have
seen me out there for years.  My little CB250, even though small,
doesn't look like a beginers bike (with a fuel cell on the back).  I'm
also easy to spot as I 'always' wear my safety gear including an orage
reflective safety vest over my riding jacket and a yellow helmet.
