I spent over 20 years in Japan. This is normal rider behavior. I could not 
have imagined being stuck in Tokyo traffic jams on a bike. Over there, 
though, there is almost nothing bigger than a 400, so it's easy to get 
around and through cars on them. I didn't ride between moving cars, though. 
I rode down the side on controlled-access toll roads when all the cars were 
bumper to bumper and crawling. It was an incredible advantage, and I never 
had any problem with it. One time I was waved over by a cop, but I 
pretended not to understand Japanese and he got frustrated and let me go.
Here, the HOV lanes serve pretty much the same purpose. I saw a bike go 
down the side up to the front at a red light tonight on my way to work, but 
it was the first time I'd seen it. I don't have the guts to do that here. 
Believe me, sometimes it's tempting with Atlanta's traffic problems.
