It has to do with the signals sent over the data side of the cable. Most things now are programmed with a time-out; if they don't get a response within so much time, they move on with life. Older stuff would just wait... and wait... and wait... and wait... usually because the assumption was that when you plugged in that certain cable you were ALWAYS going to be doing stuff on the data side. The idea of "USB charging" is pretty new, all things considered, and really only gained traction once the USB2.0 standard with its higher amperage allowance came about. The original USB standard, remember, only allowed 500mA, or 2.5W of power capacity; that's not enough to charge something while its in use, typically. USB2 more than doubled that (1.1A), and now it (and USB 3) allow for up to 2.1A to be sent over the cable. MUCH more power, and it's feasible to allow devices to charge via a USB cable connection.
