Try fiddling with the L-shaped tube under the handlebar on the throttle 
side.  The throttle cable rides in it and there's a locknut on it that's 
supposed to keep it from moving side to side.  If the locknut is loose, the 
tube will move, binding the cable slightly when the handlebars are turned 
(even a little), causing mysterious revs.  Happened to me once and drove me 
crazy till I figgered it out.
