I have an 83 650sc but will offer a nickels worth of advise as cents are no longer available in Canada.
If the battery is good and the lights come on, I'd be checking wiring from your start button, then the kill switch, then your ignition. If the lights don't come on, on my 650 there is a main fuse near the solenoid. Check that. In 83, this was essentially a tiny bus bar. It looked fine but when I looked closer, it was indeed broken. Ohm it out if you have a meter. A defective neutral switch should be ash to diagnose as the bike should start with the clutch pulled in, unless, there's also something wrong with that detection system as well.
