Sounds like you just need an online mailman hosting provider : http://www.mailmanhost.com/pricing/ The $8.80/month plan would work for you if you have 11.8k students (assuming 1 contact email per student), just make sure you don't mess up your email or have to send a follow up on the same day to everyone I guess :) .
