@neilcsmith-net 197e209, 4 category labels so far, for `Java`, `JavaScript`,
`Platform` and `PHP`. The label `ci:all-tests` will cause everything to run,
`ci:no-build` cancels everything, e.g thats for fixing typos in readmes etc.
