And with your indulgence... I'd like to add a point of curiosity here in the discussion:
 
Are there indicators/criteria within the data collected (in VA or MN or elsewhere) that further describes the student who is "dually enrolled" and in Special Education. More specifically are there data fields that indicate if  those students have intellectual disabilities? (Note:VA is a categorical state with respect to the term intellectual disabilities I refer to those students designated MR/SD/Autistic/MD). Then does the data follow that student into college Post-IDEA eligibility?
 
Precisely --For those students who are completers of P-12, plus transition 18-22, (26 in MN) are the data fields capturing those students with intellectual disabilities who are enrolling in college "programs", and even taking course work?
 
As students across many states progress through inclusive p-12 with access to the general education curriculum, many are beginning to extend their LRE onto college and university campuses with supports/accommodations while remaining under the jurisdiction SEA regulations and IDEA legislation, and then matriculating into the college setting (e.g. in VA The George Mason University LIFE program, J.P. Reynolds Community College-Pave, in CA El Camino Community College, Torrance, Shasta Community College, In MD Howard County and Balitmore in conjunction with Uof MD On Campus Outreach,  and many others around the nation-- for more see: Transition Coalition's Tools & Resources :18 - 21 Programs Database ).
 
 As some of you may be aware  this week's issue of Newsweek ( http://www.msnbc.msn.com/id/12306378/site/newsweek/page/2/ ) notes there are 115 programs --perhaps more not yet counted-- across the nation, with more being created as I type. Is the PSO capturing specifically the fact that the population of students with intellectual and developmental disabilities are not only exiting, but completing school, matriculating into college as lifelong learners...and ultimately/hopefully becoming full wage earners (well ok ...receiving some wages earned, more than piece-meal)?
