        If they are enrolled in a local school division, they are not exiters.  
If they hold dual enrollment (college and LSD) they are not exiters.

        Colorado considers them still in the education system as they continue 
to be enrolled until they graduate or age out.

        We are still counting them as students until they leave the system. If 
a student ages out, it is the same reporting as a non-completer or those that 
drop out.
