I've used Inno Setup, and it is a pretty nice program, especially for being free. However, I believe you are right in that it does not support Windows Mobile - at least not as far as I'm aware.
As for WinCE CAB Manager, I tried that out a couple of years ago while reviewing installation programs for the Smartphone & PocketPC Awards, and if I remember right it wasn't too bad. The biggest problem I found with most of the applications in the installation category was that they didn't seem very flexible.
