CAB Manager is great for creating the CAB files but you need a distribution method via a standard PC.
Inno Setup is perfect for use as a wrapper to copy the CAB files to a PC and then launch ActiveSync. I use ePocket Setup to create an almost 'silent' EXE and then I use Inno as the PC distribution method.
