Well, then you are pretty much stuck where you are. I suppose you could control the media and then distribute it as needed.
I have worked at larger companies where they had a person solely dedicated to burning CD's for staff. You would make the req, tell him where to find the data, and when you needed it. If you think stealing VCD's, etc is bad.
