Been there, done that, sympathize with you!  I used to work for Virginia 
Tech (Hi Todd P! (I was @ Engr Admin)) & had similar experiences. 

A Q I didn't ask, however, was why aren't you moving to Win2KS instead of 
NTS?  The KB art. doesn't mention whether this is a limitation in Win2K, 
just NTS.  (Of course, the problem is really 9x, not the NOS)  But why not 
move your network FORWARD ;-)?  I think you might like the ADS model better 
than the Domain model, too.  Particularly since you're coming from an NDS 
structure.
 (But, yes, you won't be able to use the ADS model until your clients are 
running Win2K also ... Bill's choice of $$$ over administrative "ease" - I 
won't go there)
