I've switched up all cabling between the machine and the switch, and even
the port on the switch.  I'll look at the machine's drive though.

I'll throw the simple question out there...You have tried other machines in
this port, right?  Have you looked at the machine itself?  Could this be a
case of a full hard drive?  Perhaps a scandisk & defrag are in order.

I forced the card to 100 full duplex, no change.  Its not operating at 10
per se, just at about that speed.  Machines with the same hardware on the
same part of the network get far far better speed.  Very strange.

Force the card to 100/Half duplex.

3Com equipment has been notoriously crappy autosensing.
