With XP or 2K, when I've hit problems like that and then been able to
rule out hardware, it was usually an AV app running scanning in the
background, sometimes hanging, or maybe even a virus/spyware grabbing
most of the resources. Have you checked the performance monitors & task
manager on the offending machine?

I forced the card to 100 full duplex, no change. Its not operating at
10
per se, just at about that speed. Machines with the same hardware on
the
same part of the network get far far better speed. Very strange.
