If I remember correctly, it was just trying to update the same update for an 
hour. Rebooting and restarting the update process did the same. So, I looked at 
the task manager list and ended non windows essential programs one by one until 
the update completed. Waiting about 30 seconds between each end task. Then when 
I ended the one note process/task, the updates moved onto the next within 10 
seconds. Event logs confuse me lol.. trying to learn and understand them more 
this year. The computer was Windows 8, not 8.1 at the time and had office 2010 
version installed. I am sorry I am not much help..
