I agree that there's much that can be done dealing with the vendor to fix this specific problem but I'd still be interested in hearing opinions on Dell switches.

It may also be an HP issue, but again, that's none of your business. The whole point of the reseller relationship is they deal with the suppliers, you deal with just them.
