No, a shortcut isn't necessarily a reparse point, and in this case I
don't think it's the issue.

However, your use of /copyall and /o on robocopy and xcopy
respectively might well have fubared your target drive.

Take a look at the security settings at the root of your source and
target drives, and also at the Windows directory in both places.
