Remember that fax isn't supposed to work on VoIP anyways without fax-aware endpoints and infrastructure. (For anyone interested, voip-info.org has a nice writeup on T.38 VoIP fax—you vasically intercept the fax at the adapter end, packetize it, send it, and then unpack it and recreate the original fax call at the VoIP gateway end.) I myself have had good luck with Vonage in the past, but gave them up due to cost; some custom configuration on a Grandstream ATA got me working fax with a couple of other providers, but in the end I gave up and just got the cheapest possible analog line for fax purposes. I've even given that up now and I just use online fax services exclusively for the one fax I get every couple of months.

I was trying to find a solution that would give me a analog line at a piece of equipment that had a modem for tech support to dial in to. From what I can tell Vonage is the only service that a fax line works well with and is somewhat supported.
