Yes, that's how it works, apparently.

I have successfully avoided tying my phone service to my Internet provider
for years now.  I like them decoupled because I can make decisions about
each independently without losing discounts, etc.   I did take service
bundles that gave me phone service, but never used it for anything other
than allowing my daughter to make calls without tying up the real line. :)
