I believe what you are looking for is: User Configuration > Policies >
Administrative Templates > Windows Components > Internet Explorer >
Disable changing home page settings.  Admittedly, I am not exactly sure
if/how that affects additional home tabs.

options I need in order to default our home page so it cannot be
