I did spot that but by default it's set to "Not Configured" which means
the user can change it, the problem is that whatever you set in the GPO
as your home page seems to overwrite it, rather than co-exist.

 

Doesn't seem to me that I'm wanting to do anything unusual hence I'm so
surprised it doesn't seem possible using the default ADM templates.

I believe what you are looking for is: User Configuration > Policies >
Administrative Templates > Windows Components > Internet Explorer >
Disable changing home page settings.  Admittedly, I am not exactly sure
if/how that affects additional home tabs.
