I did spot that but by default it's set to "Not Configured" which means the user can change it, the problem is that whatever you set in the GPO as your home page seems to overwrite it, rather than co-exist.
Doesn't seem to me that I'm wanting to do anything unusual hence I'm so surprised it doesn't seem possible using the default ADM templates.
