Unfortunately I don't think it is possible to do exactly what you want. You can use GPP to set a home page AND multiple other home tabs. The user will also have access to change this (As GPP is a "preference" not an enforcement). The problem is that when the policy next applies it will go back to what was specified in the policy.
User Config -> Control Panel -> Internet Settings, then create an IE7 or IE8 policy . GPP is much more flexible with who it is applied to though so you may be able to create a policy for each of the noisiest users.
