Most of those can be done with GP.

Search engines is a good one though that can't be done easily/quickly with GP.  
Anyone would think they don't really want it to be changed :)

To the OP, if you are just deploying IE 8, I would highly recommend the IEAK 
Kit or use a Master INS file on a network share.
IE comes with a bunch of weird defaults, welcome prompts, questions to answer 
before you can finally use the browser etc...
Use the IEAK to get rid of the nags, set the default home pages, clean up the 
menu layout, set search engines, security settings, etc...
Makes for a much smoother transition and far less calls to the help desk.
There are a few ways to utilize it, and even push it out ontop of existing IE 
deployments.

One option is to handle this via Logon Script -- check the value of the 
homepage and ensure that at least one of them is the setting you want, if not, 
add it.
