IF this is the case you have a definite route to trace... I would ensure that the chipset and/or USB controller drivers are the most current, test. After that, I would also consider imaging the laptop, flattening and testing with a clean OS install. (Restore the image if the result is the same.) After that, I'd check with the laptop manufacturer for a warranty replacement.
