Well, I won't say that we shouldn't start from first principles, nor that I've 
never overlooked anything.

But starting from first principles: where do you start? "Do you have a server?" 
"Do you have a domain?" "Is your DC switched on?" Where exactly do you start?

Secondly GPOs don't have to linked to OUs, so I'm not going to penalise anyone 
if that's not the first question they ask.

Given limited time, it probably makes sense to start with what gives the 
greatest "bang" for you "buck".

Well it has done in my experience. The point I was trying to offer was that 
often the issue is something simple has been overlooked. If you never overlook 
anything, then bully for you. Or it might just be that I am completely

I think there are to fundamental ways you can approach a problem:

-          By the most common cause

-          By doing root cause analysis

Root cause analysis would involve going out an collecting a bunch of 
information, getting more focussed over time, until the actual root cause is 
identified, and then you make the appropriate change.
In this case, running RSOP, would probably tell you that the GPO is in scope or 
not.

The other approach: does asking whether the GPO is linked to the correct place 
really solve the problem in most cases? I doubt it. In most organisations 
people are usually a bit more skilled, and have better change control processes 
than that. It's usually something a bit more complex that is the problem.

I always like to ask people how they would troubleshoot a GPO that is not 
applying. There are many things they should cover - computer or user, settings 
enabled or disabled, security filter, wmi filter, inheritance, application 
order, etc. - but what I like to hear first is "is it actually linked to the 
OU?" That shows someone who deals in first principles. Often the simple answer 
is the right one.

Applying the same idea to all your other questions let's you find people who 
can solve problems quickly.

We are going to be hiring 2 additional "Network Engineers" very soon as 1 is 
leaving and we have approval to add 1 more.

The bulk of the questions that I get to ask will be AD related as past 
experience has dictated that I need that level of expertise here.
Those of you that do hiring what are some questions you are using in the 
interview process?
We are a 2003 domain with exchange 2003. We will be migrating to 2008 domain 
and exchange 2010 next year.
This is not a Sr. level job but we are looking for an experienced person.
