OK - fair enough

GPOs can be linked to domains, site and OUs. Maybe asking how many forest you 
have is a better place to start (since GPOs don't apply cross-Forest by 
default)?

I don't think there is a single best place to start. Asking questions in a 
methodical manner that shows you understand GPOs (how they are created, how 
they are stored on DCs, how they are replicated between DCs, how they can be 
linked, how they can be enforced/overridden, how they be filtered or otherwise 
targeted, how they are discovered by clients, how they are downloaded by 
clients, how they are processed by clients - the list goes on and on) is maybe 
what you were looking for? I think RSOP is usually a good place for a candidate 
to start answering.
