Where I'm at they stop at flashing amber lights and run through flashing
red ones!

And don't get me started on what bicyclists do!!!

 If people yield properly, rotaries (that's what we call 'em up here
in New England) work okay in light usage.  Once you start getting
traffic volume, though, they tend to get "stuck" with one road
entering and everyone else having to wait forever, and/or force a lot
of stop-and-go entering.
