partio4maya is being developed by one of our FX TDs. The LIDAR formats it loads
currently are tab/space delimited, but he says it wouldn’t be too hard to add a
loader for CSV if you’re willing to send a simple example file.

It seems Meshlab reads everything except Lidar CSV files. I'll have to look

Also there is partio4maya beta which can load a bunch of different
lidar file formats(xyz, etc..). You could write out an fbx point
cloud(locators) and load it into Nuke.
