If the Viewer's in 8-bit mode then they're correct that the gamma is applied to the quantized values rather than the floats (post-lut vs. pre-lut.) If the Viewer's in float mode using OpenGL it may not matter.
But Ron's right - the gamma slider is not intended for correcting the monitor's response, it's only a convenience for you to stretch the color to see into the blacks better.
