Netbean is nice, I have used it for developing Java App, very visual RAD, but I don't know how good it is for PHP development.
Zend Neon is very nice, but you get most of the features from free Eclipse PDT. For me Eclipse PDT is enough. It has the following features and more: - Code completion - Subclipse (SVN) - Syntax colouring - Jump to source I haven't used Eclipse PDT for debugging though, but I think you can integrate php dbg. I find Symfony debug mode and Firebug more than enough.
