And so it should, but there will always be an aspect of maintenance
with any software project to keep it working. Hardware changes, new
security vulnerabilities are discovered, operating systems get
upgraded. It would be irresponsible for a developer to leave the
customer on their own once the website was released.

The maintenance doesn't have to be done by the original developer,
however 'not having a maintenance' agreement is not a [responsible]
option for any website operator.
