I'm amazed to hear this draw-out process is so prevalent. I've transferred many many domains with only the UDAI. Probably the reseller tool I use has a box I tick whereby I acknowledge the legality of the transfer.
Hope it stays that way, I like the idea of a UDAI being the final word... it's certainly a more secure mechanism than an easily-forged signature on a form, and given the UDAI changes upon transfer only the registrant could get it in the first place.
