Yep. If you've decided to move then this may not be an issue. And tbh I would 
not expect hugely different optimisation settings for drupal or Joomla in a 
mass-hosted environment, or that your issues are due to some joomlaism in their 
setup.

To rewind -
0. Do you still need to solve the problem, or shall we just stick to rants 
about mass hosting? :)
1. If you upload a phpinfo.php file, does it work as expected?
2. Does drupal function if you remove the .htaccess in your drupal root?
