One thing I like to think about when choosing a PHP framework to use
is "Does this framework have everything I need?" and also "Does it
have stuff I don't need". After all you don't want to have to much
bloat I your application.

And also you do want to have a code base that is big a bulky and takes
ages to deploy.

I asked myself this same question when it came to developing my
website. In the end no framework offered me just what I need and only
what I needed. So I wrote my own. I'm not saying you should that
though.

I would recommend CakePHP for most things. Zend is good but can be a
bit big for smaller applications.
