Hi,
We had to answer this question to find a suitable framework to introduce to 
our students in Natcoll's Web Development Diploma.  We took lots of advice, 
tested a few and settled on CodeIgniter.

1) Relatively easy learning curve.
2) Very good documentation
3) Once they've understood OOP, it is very easy to step up to MVC 
programming because you have to with CI, and after they've written a project 
in CI even their ordiinary projects are being written in this style.
4) Graduates have managed to learn other frameworks (Symphony, Zend, Drupal) 
realtively quickly after an intro with CI
