The theory is you can actually see a developers work, and github is being used 
as a way to find talent...
Personally I have not used and are unlikely to use online services. I have used 
NZPHPUG on more than one occasion to find help when required, and so far no-one 
has let me down ;-)

One thing I'd add is that you shouldn't try to hire offshore when you are busy. 
It sounds whack because the only reason you need the extra help is because you 
are busy. But actually it takes a lot of managing and you just don't have time 
to do this properly when you are flat out.  
The reality is that the default result, unless you do an exceptional job of 
managing, is project failure.

I have had mixed results personally. All credit to Paul for making it work, but 
I reckon there are easier and less stressful ways to make money.
