Agreed Harvey,

If you're knee deep in a complex project and are pushed for time, don't
expect to hire an offshore developer for them to magically finish things
off for you. Like anyone, it will take a dev time to get up to speed with
what needs to be done and if there is a reasonable level of complexity it
may simply be easier for you to suck it up and complete the work yourself.

The best use of offshore or outsourced dev work is when the work is
factored into the entire workflow of the project from the beginning.
