It wasn't always so flat. Only recently some stuff has been removed flattening it out. So IMO there is no problem with sub-modules as long as they make sense.

- oak-upgrade
- oak-ops-tool


+1 and maybe put those into a oak-tools folder and change the naming a bit:

oak-tools/
oak-tools/oak-development
oak-tools/oak-upgrade
oak-tools/oak-operations
