re: aching necks and bike fit Many women have long legs and short torsos, and most frames (which, technically, are "men's" frames) don't accomodate this. On a frame that accomodates my leg length, I feel like I'm constantly reaching for the handlebars (a situation that many women simply get used to). I ride a frame that is "technically" too small for me, with an extra-long seat post. It works for me and the frame I'm riding; I don't imagine it would work for everyone or for every frame.
