For sure. But some of us own rescued dogs, so don't talk about choose. Nevertheless, the responsibility rests on the owners' shoulders. Easy to take a packet or two on a walk, and for sure dog owners NEED to walk their dogs. Not that one takes one's dog for a walk because our gardens aren't big enough. Dogs need exercising, as do humans. They also need diversion. But dog pooh packets are an essential item on a walk.
